This background paper is written by Mariana Llorens Zabala, a Junior Research Fellow at the Norwegian Institute of International Affairs (NUPI). She works for the Training for Peace (TfP) Programme and has been deeply involved in the research of ad-hoc security initiatives and African-led peace operations since December 2021.
