The Institute for National Strategic Studies (INSS), Ministry of Defence, Republic of Armenia, was established in 2005. The main mission of the INSS is the conduct of strategic research and development of policy papers for the military-political leadership of Armenia. In 2009 the project of transforming the INSS into the National Defence Research University (NDRU) was launched in close academic cooperation with the US National Defence University (NDU).
The mission of the NDRU is the consolidation of the top-level leadership of Armenia around the Armed Forces Supreme Commander-in-Chief by means of strategic research and education. This will be done through the creation of new knowledge by the conduct of strategic studies in the field of defence security, and provision of Interagency Executive Education, Master, and Postgraduate programs aimed at sharing that knowledge with the top-level leadership.
INSS and the Armenian Ministry of Defence, in cooperation with the Armenian Ministry of Foreign Affairs, hosted the Challenges Annual Forum 2015 in Yerevan, Armenia. The theme for the Annual Forum 2015 was ‘Institution- and Capacitybuilding for Peace: Implications of the UN Review Panels’ Recommendations for Future Missions’.
Examples of reviews that were discusssed are: ‘Uniting our Strengths for Peace – Politics, Partnership and People: Report of the High-level Independent Panel on Peace Operations’ (HIPPO), as well as the UN Secretary-General’s response to that Report ‘The Future of United Nations Peace Operations: Implementation of the Recommendations of the High-level Independent Panel on Peace Operations’.
